This study aimed to know the level of the students acquisition of the Sixth Grade of basic Arithmetic skills, and knowledge of their acquisition of concepts and Algebra Skills, and to know the relationship between the level of their acquisition to the basic Arithmetic skills, and their acquisition to the concepts and skills of Algebra , to know the differences in all the basic Arithmetic skills test , the concepts and Algebra skills for students, males and females. To achieve these previous goals, this study tried to answer the following questions: 1. What is the level of students acquisition for basic Arithmetic skills mentioned in new Mathematics Curriculum? 2. What is the level of acquisition of basic sixth grade of concepts and Algebra skills? 3. Is there a positive relationship between acquisition of the basic sixth grade of the concepts and Algebra skills, and the level of their acquisition of basic Arithmetic skills? 4. Are there differences in achieving of the student in basic sixth grade in test of basic Arithmetic skills mentioned in the new Mathematics curriculum due to the variable of sex? 5. Are there differences in achieving of the basic sixth grade students in test skills and concepts of Algebra due to the variable of sex? The population consisted from basic sixth grade in government schools of Jenin and Qabatia Education directorates for study year (2000-2001). The total number the study population (6040) and the study sample consisted of (635) students, (322) males and (313) females. The sample was selected by simple random way. In answering questions number one and two , the arithmetic means and the standard deviations were used ,in answering question number three the coefficient correlation of ( Person ) was used. While ( Chi – sqare ) test was used to answer the forth and fifth questions. The researcher prepared two tests: one measures the level of the students acquisition of the basic Arithmetic skills mentioned in the new Mathematics curriculum, and another that measures the level of their acquisition for skills and concepts of Algebra. The validity of the content of the two tests was approved by judging committee. The reliability coefficient was calculated for each test by consistency method and Kuder-Richardson (20) equation. There liability coefficient of test basic Arithmetic skills was (0.89), and the reliability coefficient of test Algebra skills and concepts was (0.77). The results of the study showed considerable decease in the students acquisition of the basic Arithmetic skills and while their acquisition for Algebra concepts and skills was acceptable, and there is a positive relationship between the students acquisition level of basic Arithmetic skills and their acquisition for Algebra concepts and skills, and The value of Chi –square reached the level of the significant differences ( = 0.05) over the basic arithmetic skills in eleven paragraphs , the difference was in favor of females , except paragraph number twelve was in favor of males , but the test of concepts and Algebra skills. The value of Chi – square reached the significant differences (= 0.05) in paragraphs one and three , and the difference was in favor of females and in paragraphs 5, 11, 13, the difference was in favor of males. In the light of these results, the researcher has recommended working in studies to discover hidden reasons behind the weakness in basic skills in Mathematics, and feeding programs through benefiting from tutorial classes to avoid sides of different weakness and failure in acquisition basic skills in Mathematics. Also, the researcher has recommended similar further studies on other samples of population in Palestine.

Abstract :

“The Relationship between the Teacher’s practice for the Mathematical Geometric Question and the Ability to solve it by the Ninth Grades students in Jenin Governate Schools”. The aim of this study was to examine the effects of applying the skills of teaching the geometric and mathematical question by the teachers, and the effects of sex on the student’s ability to solve it. The practices that the teacher was asked to follow during the teaching of tangent and circular and quartet shapes unit in Ninth Grade’s book contain reading the question rapidly, then deeply, drawing the shape or the sketch of the question, identifying the data and what is required in the question , setting the solutions plan, carrying out the solution, and asking some students to repeat it orally , and ensuring the correctness of the solution. * The study tried to answer these two questions: 1- Does the student’s ability to solve the geometric mathematical question differ as a result of changing the teaching method? 2- Does the sex of the students affect students affect their ability to solve the geometric mathematical question? To answer the two above questions, the researcher chose eight schools using the random method oh both male and female students. He chose three boy’s school and four girls schools; he chose two Ninth Grade’s sections randomly from each school. The number of these sections was (14). The total number of the male and female students was (536). Out of the (14) sections, the researcher chose seven sections using the random methods to form the standard group. The sample of the study represented nearly (11%) of the study community which included (536) male and female students. As for the experimental group, it had (267) male and female students. There was an agreement between the researcher and the teacher in which the teacher is going to teach the members of these sections using special practices. The researcher supplied every teacher with a wall-sheet. On these cards, he wrote the steps that should be followed upon solving the geometric question. He asked those teachers to hang them up in the classrooms of the experimental sections during teaching the unit of the tangents, and the circular and quintet shapes. Also, the researcher supplied the teachers of the experimental sections with solved examples in accordance with the exhibited steps of the wall-sheet. Immediately after the teachers had finished teaching the unit, they applied the accomplishing test on the members of both the experimental and the standard groups, supplied to them by the researcher. After the researcher had corrected the test papers, and jolted down the marks, he used the (t-test). The findings of this study were as follow: 1- There are differences of statistical indication at the indication level (α=0.05 ) of the students ability to solve the geometric question, due to the teaching method, and in favour of teaching with the accordance of the suggested strategy steps . 2- There were differences of statistical indication at the indication level of (α=0.05) in the ability of the students to solve the geometric question due to the sex of the student, and in the favor of females. According to these findings, the researcher recommended that the teachers should use strategies of clear steps during teaching the tangent and the circular and quartet shapes unit, for this has an obvious effect on increasing the ability of the students to solve such questions.

Al-Manat By Raed Abed-Alla h Bader Superviser Dr. Mohammad Ali Sartawi Abstract

Principles of Islam jurisprudence field is considered among the most important sciences in Islamic Sharia. This modest study addresses one significant aspect of this honorable field which is Discretion in the sharia cause. Islamic Sharia is a comprehensive complete one; and flexibility is one of its premirent features which enables scholars and Muslims to manipulate and adapt it to every time and location in accordance with prosperity and development factors. Discretion has thus been a crucial factor in developing the Islamic Sharia.

The most important instrument in Discretion is Al-Qias (analogy); the Sharic case is the basic element in Al-Qius. This Study deals with Discretion in Sharic cause itself both in its application and its extraction. This study sheds a light on the Al-Manat (sharic cause) concept including Al-Manat derivation, Al-Manat revisions and Al-Manat inquiry.

Al-Manat derivation is an important method in showing the development and change of a Sharic cause is related to a certain text. It focuses on texts where the Sharic cause is not stated because it has to do with life innovations and development.

Al-Manat revision is an important way in expanding the Sharic text circle enabling it to cover a wide range of people’s conducts.

Al-Manat inquiry in its two occurrences - particular and general - is a protection for the applicative Discretor; such protection helps the Discretor avoid the traditional and arbitrary application of Sharic rules. This enables the Discretor to move from applying the general Manat on conducts and sayings to particular Manat, undergoing a process of inquiry and examination. The Discretor may turn to Sharic emergency plans, such as approval, prohibition of that may lead to committing sins and controversy considerateness. These plans are a consequence of inquiring the particular Manat and playing a role in protecting the Islamic Sharia from contradiction and elimination.

Abstract :

Abstract

This study deals with death poetry during the Abassi succession during “332 H-450 H”, IB aims to view the doubts and causes of death at that time. The student took many verses from political works and some literary, historical and credible resources. The study deals with these texts using analysis, besides, limited subjects related to death during that period. We can say that this study takes into consideration exact affairs that poets spoke about, so, its presents every problem separately, supporting it with what suits it.

As a result poets of death share common subjects such as, death, time, act of god, Hell and Heaven. Although this contribution ended in similar meanings and literary images, and the similarity expanded to include techinical methods of death poetry, there were some poets who talked about death with much thinking and contemplation, until they reached some philosophical ideas which weren’t known before as Al-Ma’ari, Al-Mutanabi and so on.

On the other hand other poets had surface idea of death, as Abi-Atahiyah, Abu-Firas-Al-Hamadani, and Al-Sunawbari. In addition to some poets looked and talked about death rarely, because, they were busy not only in Jesting, but also in drinking Barm like Al-Khalidian, Ibn-Linkik and Al-Babga’a.

Finally, The most of death poetry was from Al-Ma’ari, Al-Mutanabi, Abu-Firas and Al-Sunawbari, as for their personal conditions, so, they talked about it emotionally.

Abstract :

There were many Quranic studies and linguistic researches that considered the text of the Quranic verses as its resource, and a standard to measure its linguistic and information progress and development, which utilized itself to serve these holy texts, in order to recognize the nature of its distinguished characteristics, so the reciting scientists' phonitecal studies and the desire to recognize the harmony characteristics in the Quranic language. In addition to the study of harmony and linguistic intonation in the Quranic language.

This was one of the causes for choosing the subject for my study, where its significance comes through applying the analytical description method at the modern linguistic study of the Mecci and Meddini verses through Surat Al-Baqarah and Al-Shu'araa . Al- Baqarah reflects the general characteristics of the Meddinite Sura, while Al-Shu'ara'a reflects the general characteristics of the Meccite sura. The cause of choosing these two Suras in particular, is related to the recommendations of the teachers at An-Najah University. This study is represented through the modern linguistic studies The significance of the study was a result of its exceeding the traditional studies methods that deal with the superficial construction of the literary texts. The modern linguistic studies are considered a new trend on reading the Arabic text and reconstructing the relation between the text and the reader depending on the text's language. The resources of this study varied between the ancient ones, particularly the linguistic lexicon, in an attempt to consolidate the roots of this study, and the modern linguistic resources in an attempt to achieve the ambitions of the modern language science with its numerous levels. The construction of the study was divided into .an introduction, a preface, three chapters and the conclusion. In the introduction, I discussed the significance of this study and the difficulties that faced me, besides to the study's method. The preface was a historical-religious study for the Mecci and Meddini Suras, and recognizing their particular characteristics. Then came the study's chapters: The First Chapter dealt with the Phonetical Level, and discussed the Phonemes, according to the Qura'nic intermission, their parts and their harmony with the others, and the extent of the silent voices in the verses. The Second Chapter: the grammatical level including the noun, verbal and abrogating sentence, sentences of delaying and introducing then the emphasizing sentence. The Third Chapter was: the Semantics including the study of the semantics applied in the Mecci and the Meddini suras. Finally, I came to the conclusions I achieved through the study.

Abstract :

This study aims to know the legal system of the tax management, and its practical applications. And to know if this management and its facilities are consistent with this legal system, and how lawful are its actions under the principle of legality which means that managerial work is supervised by court.

The researcher has reviewed the laws and publications related to the topic, he also depended on his experience in the tax domain as he is an employee in the Palestinian tax administration.

In addition this study aims to connect between the components of the tax system : legislation, tax management and taxpayers.

This study contains two chapters each chapter has many sections, chapter one is a general outlook at the tax systems, their goals and characteristics. It also talks about the managerial activity in the management authority, its functions and facilities. Furthermore, this study shows how consistent are these activities with the principle of legality.

Chapter two talks about managerial applications in the Palestinian tax departments, and shows that tax laws have determined taxpayers' rights, and those the tax management and the necessity of its implementation.

Next, this study talks about the practicality of implementing the tax law, its estimations and objection stages to the end of the tax process, by compulsion, agreement, or conciliation.

Results of this research show that tax legislation, management and taxpayers are the pivots of the legal tax system and they should be consistent and stable with each other. Empirical evidence shows that this relation is compulsory and hostile, and that the strongest party (the tax management) is the most active one and the one that gets its rights by legal force finally. The tax legislation is unsuitable and hard on Palestinian taxpayers.

The results also show that the national tax management is responsible for establishing a modern tax system that is consistent with the privacy of the Palestinian taxpayers and also consistent with the recent economic and political challenges.

1. There are no statistically significant differences at α = 0.05 level in the feeling of security and level of ambition among directors in the PNA's ministries' headquarters in the West Bank which may be attributed to sex variable.

2. There are no statistically significant differences at α = 0.05 in the feeling of security and level of ambition among directors in the PNA's ministries' headquarters in the West Bank which may be due to job title variable.

3. There are no statistically significant differences at α = 0.05 in the feeling of security and level of ambition among directors in the PNA's ministries' headquarters in the West Bank which may be due to last academic qualification obtained by director.

The researcher found the degree of feeling security received a very low rating while the degree of ambition level received a high rating. It was also found that there was a correlation between feeling of security and level of ambition. The significance was α = 0.01. That is, the relationship was contrasting. In other words, the more feeling of security one had, the less level of ambition one had. No statistically significant differences in the feeling of security were found. However, there were differences in the level of ambition in favor of males. There were, however, no statistically differences in the level of ambition but there were differences in the feeling of security due to job title variable in favor of Director C, and department head. There were no statistically significant differences in the level of ambition but there were differences in the feeling of security due to the academic qualification variable in favor of those holding B.A., M.A. and Ph.D.

In the light of the study findings, the researcher recommends the following:

· Taking into consideration the feeling of security in the ministries' laws to create among directors the feeling of security and more seriousness in work in the ministries.

· Enhancing the level of ambition among women directors in the PNA's ministries through promotions and training courses given their importance for them.

· Increasing the feeling of security among directors in the Palestinian ministries particularly among those who have low academic qualification given its positive role in creating a conducive environment for work.

Abstract :

This study aimed at knowing the perspective of the of governmental schools, principals in the Northern Palestinian Governorate about the centralization and decentralization patterns in the educational administration in Palestine, and also to determine the effects the independent variables: scientific qualification, educational qualification, years of administrative experience, gender, the school’s stage, and the directorate; these variables were constructed as null hypothesis. The researcher developed a questionnaire, consisted of (61) items, depending on the educational literature and previous studies. The questionnaire represents six educational administrative fields: curriculum, teaching methods, personnel affairs, pupils affairs, school buildings, and financial affairs. After proving the reliability and validity of the questionnaire, the researcher distributed it on a sample of (300) principals of governmental schools in the directorates of Nablus, Jenin, Qabatya, Tulkerm, Qalqilia and Salfeet; the valid questionnaires, that were attained, were (153) for male and (124) for female principals. The most important results that emerged of the study include: 1- The tendency of the principals is toward the decentralization pattern. The school level obtained the highest percentage (44.4%) of a response for the total grade of the fields of the study, the directorate level is the next with a response of (34.2%), and both levels represent the field of the educational administration. That is the pattern of decentralization in educational administration is chosen by a big percentage of (78.6 %), while the ministry level, that represents the centralization pattern, is chosen by a percentage of (21.4). 2- The principals have chosen school level as the desired administrative level to take decisions related to four educational fields: financial affairs, school buildings, teaching methods, and pupils’ affairs, they also have chosen the directorate level for the field of personnel affairs. These pro decentralization pattern results are emphasized if they are considered together. While they have chosen the ministry level for one educational field: the curriculum, i.e. their tend is for decentralization pattern for it. 3- There are significant statistical differences at the level of indication (α = 0.05) between the desired administrative levels to take decisions bases on the variables: the scientific qualification, the years of administrative experience, the gender, the school’s stage and the directorate. While there isn’t such differences due to the educational qualification variable. In the light of the study’s results, the researcher recommends that the Ministry of Education to continue supporting the tendency towards decentralization pattern in the educational administration in Palestine. He also recommends that more scientific studies about this subject must be implemented.

Abstract

This study discusses architectural and population attitudes in the West Bank refugee camps in general, and in Fara Camp – as it is characterized with rural environment- on focus, and because this camp is quite far from the city centers. It is 17 km north of Nablus and about 25 km south of Jenin.

The study includes four chapters. The first chapter preludes with the introduction, the subject of the study, its problems, aims, and limits in addition to the previous studies. The second chapter broadly exposes the history of refugees and the erect of camps. Thee case study of Fara camp gives more obvious information about the camp's site, space, name and a historic glimpse. This chapter also introduces specific statistical information about people's different origins and characteristics such as family structure, age ate, fertility, social fair, education, career and income.

The third chapter has more particularly discussed the housing features in view of property, building materials and styles, equipment and population intensity.

The fourth chapter compares the four stages in which the camp has passed through starting from the tent stage, flooring, scarcity of space, and finally the architectural development. These stages have considerable effect on people living in the camp who have suffered unhealthy atmosphere and lack pf ventilation. This also causes a lot of trouble such as noise and pollution as a result of adjacent buildings and lack of passages among houses. Urgent need and economic hardship of each camper causes him to violate the law and takes up the necessary space of public streets.

As the study touches the main point, it puts up a number of recommendations: As long as the number of people increases in these camps, the problem of space will exist which means more intensity, architectural deformity and the absence of law. To be more realistic, the problem won't be solved politically as it has two dimensions, the first is political and the second ins humanitarian and social. Although we can't separate the two dimensions, we are more interested with the latter. The study recommends that the authorities (such as UNRWA and other international organizations who have much care about war victims) should take their humanitarian and moral responsibility towards these refugees. They can rent more land for enlargement of these camps, mainly northern and north western areas.

They should also lead and supervise the building process by restrictive measures so as to avoid previous violations.

Finally camps should be supported with all means possible to maintain identity, right to return and self-determination.

Abstract

Nablus, the largest city in Palestine, is the district capital of the north West Bank. It's centrally located within the Palestinian National Authority areas. It's also located on a major traffic artery leading to the Kingdom of Jordan and major population and business centers in the West Bank. Nablus is also considered the business center in the West Bank. Major thoroughfares and roads pass through and near to the city connecting the business, commercial and industrial centers of the Palestinian Authority controlled areas given these advantages, Nablus has attracted a considerable number of industries, both traditional and modern. The city , relatively densely populated and mainly industrial, exports its products to other areas including Jordan. Given its proximity to border crossings in the west and the east.

In addition, Nablus is home for a number of academic and vocational institutions which have turned out high quality professionals in a wide range of fields. These institutions have played a leading role in advancing vocational training and education in the region. In the east, the city has an industrial zone which is home for various industries and traditional crafts. The zone has on it Hisham Hijawi College of Technology as well as Nablus Vocational Secondary School. These two institutions supply the industrial sector in the city with technicians and skillful workers. In addition, these institutions provide summer training courses for students. In the city center, there are several light handicraft industries.

Given the natural population growth in the city, there has been an increase in the problems facing the development and improvement of these industries. One of these problems in the environmental impact on the population and natural resources.

Due to the burgeoning need for these industries and professions, the universities and vocational colleges have contributed to the reinforcement of the industrial sector by supplying it with qualified people and by providing their consultancy services. In the last ten years there has been a remarkable expansion in land uses to make room for horizontal expansion of the industrial sector, thus absorbing surplus work force and reducing rampant unemployment given the political turmoil in Palestine and in Nablus in particular. The academic and vocational institutions have also contributed to raising standard of living.
